WHY THE DEFENDERS BECOME OFFENDERS
Why the defenders become offenders?

The recent incident of rape of a 10 year minor girl
of Tricity Chandigarh by her own two maternal
uncles ,resulting in delivery of a baby , has shocked every nook and corner
of the society and raised a question tag on the family relations . It was a
case of repeated heinous rapes by the
duo . In another recent case of dreadful
gang rape , a minor girl of only three years was made prey by the two friends
of the father of the victim on October ,5 in Panipat of Haryana by luring the
child to give her a toffee . The
position of the victim child is still not out of danger . But presently these
reports are not rare , such incidents
have become the major chunk of the crime against women .Plan India, a
nationally registered independent child rights organization , in its
report released on November 1 ,2017 by
Justice Madan B. Lokur of Supreme Court of India ,has revealed a terrible figure
. Report says that nearly a one third of all rape victims are girls under age
of 18 and most of the girls who are victims and reported the cases under POCSO act,
knew their offenders . The report states that
in Arunachal Pradesh , Bihar , Maharashtra , Manipur , Nagaland and
Orissa the 100% offenders were found known to the victim
girls under the reported POCSO act cases . The position in other states has also been reported alarming .
The NGO highlights that violence is a bitter truth
and there is enough evidence to prove that women all over India are vulnerable
to abuse and violence and are even not safe in their homes also . They are at
risk of human trafficking , physical
and sexual abuse and neglect . Discrimination starts
at the wombs and persists throughout
her life, so the remedy and precautions should also start at the lap level .
The awareness among the parents and the
child about the sex abusement and Good
Touch –Bad Touch behavior can be the major precautionary measure to curb the
offender’s bad intention .Georgia’s Forsyth County Schools , having a student
strength over 46000 , are running the Good Touch –Bad Touch Program very
smoothly . This is a body safety awareness program which teaches students in a
very comfortable and age appropriate way to talk about a very sensitive issue . Children should tell a trusted adult if they
even feel a sexual abuse or confusing touch .
The Punjab and Haryana High court has also weighed
the effects of sexual abuse . While
originally dealing with a rape case of a minor girl , a division bench of the
honorable court has enlarged the ambit
of the case and included the issues on periodical medical check up of the students and implementation of the
Adolescent Education Program for students awareness to prevent sexual and physical abuse of the school going children . The court,on November 11 ,2017 , has directed the Haryana government to
complete its curriculum for different age group students in the next one month
and ensure the imparting of sex education in schools from the session 2018-19 .
The court has also expressed its expectations from Punjab and Chandigarh UT .
In an atmosphere of all around betrayal
, when the defenders become the offenders, then whom to believe? Whom to
rely upon ? Now the society itself has to make surgery of its own rotten part .

and shining at the world platforms in Mind, Body and Beauty contests . Kalpana
Chawala ,Shakshi Malik ,Geeta-Babita Phogat sisters and now Manushi Chhillar
have risen to world horizon and twinkling as the stars . After a gap of 17
years, the Haryanavi girl Manushi
Chhillar by winning the coveted Miss World-2017 crown at Sanya in China by
contesting against 108 neck to neck competitors from various countries of the
world at a glittering event , has shown that the ‘Haryanavi Chhoris’ ( Girls of
Haryana ) are not less than anyone in the world of beauty even . In the history
of Miss World contest , India has won six times ; Reita Faria (1966) ,Aishwarya
Rai( 1994) , Diana Hayden(1997) ,Yukta Mookhey (1999 ), Priyanka Chopra (2000 )
and now Manushi Chhillar (2017 ).
Born at Rohtak in Haryana , settled in Delhi with
duo doctor parents , presently a student of MBBS course in BPS Women Medical
College ,Sonipat , Manushi Chhillar is also a trained classical dancer .
Exemplary wit of the top beauty of the world impressed the jury by giving a
sharp and amusing reply to their question “Which profession deserves the
highest salary and why ?”
“ Since I’m very close to my mother ,I think a
mother deserves love and respect. I don’t think it’s just about salary but
about love and respect you give to some and I think my mom has always been the
biggest inspiration in my life and all mothers they sacrifice so much for their
kids , so I think the profession of highest respect and salary should be
mother”, Manushi answered .
Chief Minister of Haryana ,Manohar Lal Khattar has
congratulated Manushi Chhillar on winning the coveted Miss World -2017 pageant
at Sanya in China . He said , “ Manushi , the daughter of Haryana has made the
country and state proud .”

STUBBLE BURNING -POLITICAL BLAME GAME
Stubble burning –A
blame game of politics ?

Thanks to the nature ,the extremely polluted
environment of New Delhi –NCR region has started improving after a fortnight’s
gripes of the suffocated smog . However the World Health Organization ( WHO )
in 2014 had warned us by classifying New
Delhi as the World’s most polluted capital with air quality level even worse
than Beijing, but instead of improvement , the situation has worsened a multifold
in 2017 . Also a recently published report of Lancet Commission on Pollution
and Health has shown us a very dreadful and gloomy picture . It states that pollution
has caused over nine million deaths worldwide in 2015 ,out of which 2.5 million
people died in India alone , the highest in the world, due to pollution . Vehicular emissions , unmetalled
and dusty roads ,dust spreading
construction works , smoke belching factories
and brick kilns and stubble burning by the farmers are some of the major reasons
behind the pollution . But for the total failure of the Delhi government to step
up the pollution controlling measures , Chief Minister Arvind Kejriwal is
trying to heap reproaches upon Punjab and Haryana state governments for not
controlling the stubble burning by their farmers . He appeals that keeping
political differences aside ,Punjab , Haryana, Delhi and central government should sit together
and find an amicable and permanent
solution to the stubble burning problem that leads to high pollution . He also
advocates that banning entry of trucks , construction activities and
introducing of odd-even system are just emergency steps and not the permanent solution to the
high pollution levels .Mr. kejriwal argues with
logic that the data of September
onwards shows the PM10 level as 300 and
PM2.5 level was 160 , but after start of
crop burning season from October ,25 the PM10 level has risen drastically to 940 and PM2.5 level
to 750 . He pleads that the rapid increase in pollution level is not due to
local reasons. Whereas the Punjab and Haryana states decline this argument for
alleging the stubble burning as the sole reason of increase in pollution .
Punjab chief minister Capt. Amarinder Singh ,
categorically rejecting the get together proposal of Kejriwal , alleges that
Kejriwal is evidently trying to divert
public attention from his own government’s failure in Delhi to check the
pollution . Capt. States that unlike Punjab , the real causes behind Delhi’s
pollution are mismanaged transportation and unplanned industrial development .Capt.
pleads that the problem is more economic than political in nature and search
for political solutions to the issue is ,therefore ,meaningless . The Punjab CM
says , “ Situation is serious , but
Punjab is helpless as problem is widespread and state has no money to
compensate the farmers for stubble management .It is not a matter for interstate discussion , that
won’t help . It requires central government intervention at the earliest
.Centre alone can solve this problem given its national implications .”
On the other hand the Haryana chief minister ,
Manohar Lal Khattar says that no single
person , organization or government can improve the quality of air . In a
letter written to Kejriwal on November , 10 , Khattar raises a question on
steps taken by Delhi’s Kejriwal government and asks , “ There are some 40000
families who cultivate 40000 hectares in Delhi . What steps have been taken to
stop them from stubble burning ?” Justifying the Haryana’s stand on the
issue , Khattar twits , “Haryana has
used Rs. 39 crore out of Rs. 45 crore allocation released for crop residue
management as an active step to combat stubble burning and pollution . 2014
onwards , there has been a substantial reduction in number of stubble burning
cases as per publically available satellite data .”
Congress party’s national media incharge , Randeep
Singh Surjewala hammering the central government , alleges , “ Blame game and lip service continues on
poisonous cloud over Delhi-NCR . Modi government abdicated its responsibility
of incentivizing farmers with a Rs. 3000 crore package to prevent stubble
burning.”
Let us also review the economic aspect of pollution problem . Punjab Chief Minister states the problem of
stubble burning as an economic one and pleads that the problem is more economic
than political in nature. He twits that
situation is serious , but Punjab is helpless as problem is widespread and
state has no money to compensate the farmers for stubble management . Whereas in
his letter to kejriwal , Haryana CM Khattar thrashes Punjab government that out
of Rs.97.58 crore released to Punjab by
the centre for crop residue management , it has not spent even a single paisa .
Media reports also reveal that a sum of Rs. 1500 crore was collected as green
fund to combat air pollution in Delhi which
is lying largely unused . Now the question arises if the stubble burning and
combating pollution are economic problems , then why the governments of Punjab
and Delhi did not utilize the funds available to them to curb pollution ?
Contrary to this the Haryana government claims that it has succeeded up to some
extent to control the stubble burning in the state by utilizing the fund of Rs.
39 crore out of Rs. 45 crore allocation released for crop residue management .
It shows
that however the funds are needed
everywhere , but volition to do something plays major part .Keeping aside the
blame game of politics the concerned states and the centre government should
sit together and find a permanent solution to the smog dangerously hovering
over the lifeline of the people .It should be dealt with as a national calamity
. Deepender Singh Hooda ,a politician
son of former chief minister Bhupinder Singh Hooda , has written a letter to
the Prime Minister Narender Modi requesting him to provide a permanent solution
to the smog ridden Delhi –NCR zone by rising above the political interests . He
suggests to form a national agency under
the chairmanship of Prime Minister having the chief ministers of northern
states affected by the smog as its members .
But in the era of political power game , would the
politicians, forgetting their party ill-wills , like to work in a team spirit to watch the national
interests ? It is the question to be answered .

Despite observance of Vigilance Awareness
Week by the central government and its wings every year with full fledged show offs , the ultimate
result seems to be much ado about nothing .The official figures themselves
witness the day to day deteriorating position . In 2015 , CBI registered 617
corruption cases against 5957 persons , In 2016 it registered 673 cases against
2842 accused , whereas the central
agency has registered 339 cases of alleged corruption involving 487 government
officials , 660 private persons and 14 politicians this year upto June 30, 2017. On this date a total of 6414 cases of alleged corruption
were reported pending trials in different courts against 16875 government
employees ,18780 private persons and 115 politicians .
like previous years, this year’s Vigilance
Awareness Week ,with the theme of “My Vision –Corruption Free India” , is also being observed from 30th October to
4th November, 2017 throughout the country . It has commenced with the Integrity pledge
by public servants in all the Ministries , Departments , Central Public Sector
Enterprises and Public Sector Banks on 30th October . The pledges ,
one for citizens and the other for organizations , intend to affirm commitment
to eradicate corruption and to uphold highest standards of ethical conduct ,
transparency and good governance . The Chief Vigilance Commissioner states the
purpose of observing Vigilance Awareness Week is to educate the public at large
about the corruption related practices and sensitize citizens on the
ill-effects of corruption.
Before stepping ahead we must know what
does the corruption mean? An NGO
Transparency International defines the corruption as the abuse of entrusted
power for private gain . It classifies the corruption as grand ,petty and political
depending on the amounts of money lost and the sector where it occurs . Grand
corruption consists of acts committed at a high level of government that
distort policies or the central functioning of the state ,enabling leaders to
benefit at the expense of public good .Petty corruption refers to every day
abuse of entrusted power by low and mid-level public officials in their
interaction with ordinary citizens ,who often are trying to access basic goods
or services in places like hospitals ,schools ,police department and other
agencies .Political corruption is a manipulation of policies , institutions and
rules of procedure in the allocation of resources and financing by political
decision makers, who abuse their position to sustain their power ,status and
wealth .
In our country all the three types of
corruption co-exist. Whereas the petty corruption corrupts the common man and
it creates chaos in the public ; the grand and political corruption corrupts
the entire system within and makes the country a hollow tree eaten by inner white
ant. However the number of politicians
exposed involved in corrupt practices seems small (115 out of total 35770
reported above in CBI cases ) ,but the quantum of their corruption is very
large .It aptly characterizes the
Hindi proverb “DEKHAN MEIN CHHOTA LAGE ,
MAAR KARE GAMBHEER i.e. seemingly the number of their involvement is small ,but
their marring effects have Black Sea boundaries .” Some of the infamous scams
of India that have hit the country over
years, Indian Coal Allocation Scam (Rs.186000 crores ) , 2G Spectrum Scam
(Rs.176000 crores ) ,Fodder Scam (Rs. 950 crores ) , Common Wealth Games Scam ,
Hawala Scam , Bofors Scam and Vyapam Scam etc. , speak about the corruption of the nexus of politicians and
bureaucrats . And this nexus always tries to hide their misdeeds to safeguard
them by hook or crook . Recently the BJP
led Rajasthan government under the Chief Ministership of Vasundhara Raje has
crossed all the limits by promulgating
an ordinance , which bans lodging of FIR without the prior permission of
the state government . According to new rules ,promulgated through this
ordinance , no investigation can be ordered by the police under section 156 or
a magistrate under section 190 into allegations against public servants, judges
and magistrates and no journalist can report these allegations unless and until
the state government sanctions the prosecution . The Editors Guild of India has
opposed the ordinance and has told this a pernicious instrument . “ But in
reality it is a pernicious instrument to harass the media , hide the wrongful
acts by government servants and drastically curb the freedom of the press
guaranteed by the constitution of India .”
Power corrupts and absolute power corrupts
absolutely , rightly said for such instances . In the present scenario , a
strong Lokayukt /lokpal , with sharp edged scissors in its hand , is very much
needed .But will the nexus allow an overseer to have an eagle eye to observe it
? Till some solid and effective steps are not taken to curb the corruption ,
Vigilance Awareness Week will remain a Weak Vigilance Awareness campaign . Let
us all think over it .
