Why the defenders become offenders?

The recent incident of rape of a 10 year minor girl
of Tricity Chandigarh by her own two maternal
uncles ,resulting in delivery of a baby , has shocked every nook and corner
of the society and raised a question tag on the family relations . It was a
case of repeated heinous rapes by the
duo . In another recent case of dreadful
gang rape , a minor girl of only three years was made prey by the two friends
of the father of the victim on October ,5 in Panipat of Haryana by luring the
child to give her a toffee . The
position of the victim child is still not out of danger . But presently these
reports are not rare , such incidents
have become the major chunk of the crime against women .Plan India, a
nationally registered independent child rights organization , in its
report released on November 1 ,2017 by
Justice Madan B. Lokur of Supreme Court of India ,has revealed a terrible figure
. Report says that nearly a one third of all rape victims are girls under age
of 18 and most of the girls who are victims and reported the cases under POCSO act,
knew their offenders . The report states that
in Arunachal Pradesh , Bihar , Maharashtra , Manipur , Nagaland and
Orissa the 100% offenders were found known to the victim
girls under the reported POCSO act cases . The position in other states has also been reported alarming .
The NGO highlights that violence is a bitter truth
and there is enough evidence to prove that women all over India are vulnerable
to abuse and violence and are even not safe in their homes also . They are at
risk of human trafficking , physical
and sexual abuse and neglect . Discrimination starts
at the wombs and persists throughout
her life, so the remedy and precautions should also start at the lap level .
The awareness among the parents and the
child about the sex abusement and Good
Touch –Bad Touch behavior can be the major precautionary measure to curb the
offender’s bad intention .Georgia’s Forsyth County Schools , having a student
strength over 46000 , are running the Good Touch –Bad Touch Program very
smoothly . This is a body safety awareness program which teaches students in a
very comfortable and age appropriate way to talk about a very sensitive issue . Children should tell a trusted adult if they
even feel a sexual abuse or confusing touch .
The Punjab and Haryana High court has also weighed
the effects of sexual abuse . While
originally dealing with a rape case of a minor girl , a division bench of the
honorable court has enlarged the ambit
of the case and included the issues on periodical medical check up of the students and implementation of the
Adolescent Education Program for students awareness to prevent sexual and physical abuse of the school going children . The court,on November 11 ,2017 , has directed the Haryana government to
complete its curriculum for different age group students in the next one month
and ensure the imparting of sex education in schools from the session 2018-19 .
The court has also expressed its expectations from Punjab and Chandigarh UT .
In an atmosphere of all around betrayal
, when the defenders become the offenders, then whom to believe? Whom to
rely upon ? Now the society itself has to make surgery of its own rotten part .

Chhillar by winning the coveted Miss World-2017 crown at Sanya in China by
contesting against 108 neck to neck competitors from various countries of the
world at a glittering event , has shown that the ‘Haryanavi Chhoris’ ( Girls of
Haryana ) are not less than anyone in the world of beauty even . In the history
of Miss World contest , India has won six times ; Reita Faria (1966) ,Aishwarya
Rai( 1994) , Diana Hayden(1997) ,Yukta Mookhey (1999 ), Priyanka Chopra (2000 )
and now Manushi Chhillar (2017 ).
Born at Rohtak in Haryana , settled in Delhi with
duo doctor parents , presently a student of MBBS course in BPS Women Medical
College ,Sonipat , Manushi Chhillar is also a trained classical dancer .
Exemplary wit of the top beauty of the world impressed the jury by giving a
sharp and amusing reply to their question “Which profession deserves the
highest salary and why ?”
“ Since I’m very close to my mother ,I think a
mother deserves love and respect. I don’t think it’s just about salary but
about love and respect you give to some and I think my mom has always been the
biggest inspiration in my life and all mothers they sacrifice so much for their
kids , so I think the profession of highest respect and salary should be
mother”, Manushi answered .
Chief Minister of Haryana ,Manohar Lal Khattar has
congratulated Manushi Chhillar on winning the coveted Miss World -2017 pageant
at Sanya in China . He said , “ Manushi , the daughter of Haryana has made the
country and state proud .”

STUBBLE BURNING -POLITICAL BLAME GAME

blame game of politics ?

Thanks to the nature ,the extremely polluted
environment of New Delhi –NCR region has started improving after a fortnight’s
gripes of the suffocated smog . However the World Health Organization ( WHO )
in 2014 had warned us by classifying New
Delhi as the World’s most polluted capital with air quality level even worse
than Beijing, but instead of improvement , the situation has worsened a multifold
in 2017 . Also a recently published report of Lancet Commission on Pollution
and Health has shown us a very dreadful and gloomy picture . It states that pollution
has caused over nine million deaths worldwide in 2015 ,out of which 2.5 million
people died in India alone , the highest in the world, due to pollution . Vehicular emissions , unmetalled
and dusty roads ,dust spreading
construction works , smoke belching factories
and brick kilns and stubble burning by the farmers are some of the major reasons
behind the pollution . But for the total failure of the Delhi government to step
up the pollution controlling measures , Chief Minister Arvind Kejriwal is
trying to heap reproaches upon Punjab and Haryana state governments for not
controlling the stubble burning by their farmers . He appeals that keeping
political differences aside ,Punjab , Haryana, Delhi and central government should sit together
and find an amicable and permanent
solution to the stubble burning problem that leads to high pollution . He also
advocates that banning entry of trucks , construction activities and
introducing of odd-even system are just emergency steps and not the permanent solution to the
high pollution levels .Mr. kejriwal argues with
logic that the data of September
onwards shows the PM10 level as 300 and
PM2.5 level was 160 , but after start of
crop burning season from October ,25 the PM10 level has risen drastically to 940 and PM2.5 level
to 750 . He pleads that the rapid increase in pollution level is not due to
local reasons. Whereas the Punjab and Haryana states decline this argument for
alleging the stubble burning as the sole reason of increase in pollution .
Punjab chief minister Capt. Amarinder Singh ,
categorically rejecting the get together proposal of Kejriwal , alleges that
Kejriwal is evidently trying to divert
public attention from his own government’s failure in Delhi to check the
pollution . Capt. States that unlike Punjab , the real causes behind Delhi’s
pollution are mismanaged transportation and unplanned industrial development .Capt.
pleads that the problem is more economic than political in nature and search
for political solutions to the issue is ,therefore ,meaningless . The Punjab CM
says , “ Situation is serious , but
Punjab is helpless as problem is widespread and state has no money to
compensate the farmers for stubble management .It is not a matter for interstate discussion , that
won’t help . It requires central government intervention at the earliest
.Centre alone can solve this problem given its national implications .”
On the other hand the Haryana chief minister ,
Manohar Lal Khattar says that no single
person , organization or government can improve the quality of air . In a
letter written to Kejriwal on November , 10 , Khattar raises a question on
steps taken by Delhi’s Kejriwal government and asks , “ There are some 40000
families who cultivate 40000 hectares in Delhi . What steps have been taken to
stop them from stubble burning ?” Justifying the Haryana’s stand on the
issue , Khattar twits , “Haryana has
used Rs. 39 crore out of Rs. 45 crore allocation released for crop residue
management as an active step to combat stubble burning and pollution . 2014
onwards , there has been a substantial reduction in number of stubble burning
cases as per publically available satellite data .”
Congress party’s national media incharge , Randeep
Singh Surjewala hammering the central government , alleges , “ Blame game and lip service continues on
poisonous cloud over Delhi-NCR . Modi government abdicated its responsibility
of incentivizing farmers with a Rs. 3000 crore package to prevent stubble
burning.”
Let us also review the economic aspect of pollution problem . Punjab Chief Minister states the problem of
stubble burning as an economic one and pleads that the problem is more economic
than political in nature. He twits that
situation is serious , but Punjab is helpless as problem is widespread and
state has no money to compensate the farmers for stubble management . Whereas in
his letter to kejriwal , Haryana CM Khattar thrashes Punjab government that out
of Rs.97.58 crore released to Punjab by
the centre for crop residue management , it has not spent even a single paisa .
Media reports also reveal that a sum of Rs. 1500 crore was collected as green
fund to combat air pollution in Delhi which
is lying largely unused . Now the question arises if the stubble burning and
combating pollution are economic problems , then why the governments of Punjab
and Delhi did not utilize the funds available to them to curb pollution ?
Contrary to this the Haryana government claims that it has succeeded up to some
extent to control the stubble burning in the state by utilizing the fund of Rs.
39 crore out of Rs. 45 crore allocation released for crop residue management .
It shows
that however the funds are needed
everywhere , but volition to do something plays major part .Keeping aside the
blame game of politics the concerned states and the centre government should
sit together and find a permanent solution to the smog dangerously hovering
over the lifeline of the people .It should be dealt with as a national calamity
. Deepender Singh Hooda ,a politician
son of former chief minister Bhupinder Singh Hooda , has written a letter to
the Prime Minister Narender Modi requesting him to provide a permanent solution
to the smog ridden Delhi –NCR zone by rising above the political interests . He
suggests to form a national agency under
the chairmanship of Prime Minister having the chief ministers of northern
states affected by the smog as its members .
But in the era of political power game , would the
politicians, forgetting their party ill-wills , like to work in a team spirit to watch the national
interests ? It is the question to be answered .

Despite observance of Vigilance Awareness
Week by the central government and its wings every year with full fledged show offs , the ultimate
result seems to be much ado about nothing .The official figures themselves
witness the day to day deteriorating position . In 2015 , CBI registered 617
corruption cases against 5957 persons , In 2016 it registered 673 cases against
2842 accused , whereas the central
agency has registered 339 cases of alleged corruption involving 487 government
officials , 660 private persons and 14 politicians this year upto June 30, 2017. On this date a total of 6414 cases of alleged corruption
were reported pending trials in different courts against 16875 government
employees ,18780 private persons and 115 politicians .
like previous years, this year’s Vigilance
Awareness Week ,with the theme of “My Vision –Corruption Free India” , is also being observed from 30th October to
4th November, 2017 throughout the country . It has commenced with the Integrity pledge
by public servants in all the Ministries , Departments , Central Public Sector
Enterprises and Public Sector Banks on 30th October . The pledges ,
one for citizens and the other for organizations , intend to affirm commitment
to eradicate corruption and to uphold highest standards of ethical conduct ,
transparency and good governance . The Chief Vigilance Commissioner states the
purpose of observing Vigilance Awareness Week is to educate the public at large
about the corruption related practices and sensitize citizens on the
ill-effects of corruption.
Before stepping ahead we must know what
does the corruption mean? An NGO
Transparency International defines the corruption as the abuse of entrusted
power for private gain . It classifies the corruption as grand ,petty and political
depending on the amounts of money lost and the sector where it occurs . Grand
corruption consists of acts committed at a high level of government that
distort policies or the central functioning of the state ,enabling leaders to
benefit at the expense of public good .Petty corruption refers to every day
abuse of entrusted power by low and mid-level public officials in their
interaction with ordinary citizens ,who often are trying to access basic goods
or services in places like hospitals ,schools ,police department and other
agencies .Political corruption is a manipulation of policies , institutions and
rules of procedure in the allocation of resources and financing by political
decision makers, who abuse their position to sustain their power ,status and
wealth .
In our country all the three types of
corruption co-exist. Whereas the petty corruption corrupts the common man and
it creates chaos in the public ; the grand and political corruption corrupts
the entire system within and makes the country a hollow tree eaten by inner white
ant. However the number of politicians
exposed involved in corrupt practices seems small (115 out of total 35770
reported above in CBI cases ) ,but the quantum of their corruption is very
large .It aptly characterizes the
Hindi proverb “DEKHAN MEIN CHHOTA LAGE ,
MAAR KARE GAMBHEER i.e. seemingly the number of their involvement is small ,but
their marring effects have Black Sea boundaries .” Some of the infamous scams
of India that have hit the country over
years, Indian Coal Allocation Scam (Rs.186000 crores ) , 2G Spectrum Scam
(Rs.176000 crores ) ,Fodder Scam (Rs. 950 crores ) , Common Wealth Games Scam ,
Hawala Scam , Bofors Scam and Vyapam Scam etc. , speak about the corruption of the nexus of politicians and
bureaucrats . And this nexus always tries to hide their misdeeds to safeguard
them by hook or crook . Recently the BJP
led Rajasthan government under the Chief Ministership of Vasundhara Raje has
crossed all the limits by promulgating
an ordinance , which bans lodging of FIR without the prior permission of
the state government . According to new rules ,promulgated through this
ordinance , no investigation can be ordered by the police under section 156 or
a magistrate under section 190 into allegations against public servants, judges
and magistrates and no journalist can report these allegations unless and until
the state government sanctions the prosecution . The Editors Guild of India has
opposed the ordinance and has told this a pernicious instrument . “ But in
reality it is a pernicious instrument to harass the media , hide the wrongful
acts by government servants and drastically curb the freedom of the press
guaranteed by the constitution of India .”
Power corrupts and absolute power corrupts
absolutely , rightly said for such instances . In the present scenario , a
strong Lokayukt /lokpal , with sharp edged scissors in its hand , is very much
needed .But will the nexus allow an overseer to have an eagle eye to observe it
? Till some solid and effective steps are not taken to curb the corruption ,
Vigilance Awareness Week will remain a Weak Vigilance Awareness campaign . Let
us all think over it .

Before fulfilling its dream, a canal named
Dadupur-Nalvi has been dashed by its own creater. On September , 27 in a
cabinet meeting ,the government of Haryana has de-notified the 32 years old
project of Dadupur-Nalvi canal having
already incurred an expenditure of Rs.304 crore to the state exchequer on its construction and land acquisition .
Now the decision has become a bone of contention between the government and the
farmers and has warmed up the political and societal atmosphere of the state .
The official sources reveal that the
Dadupur-Nalvi Irrigation Scheme was conceived in 1980s as an
irrigation project for the districts of Yamunanagar, Kurukshetra and
Ambala. This project was to cost Rs 13 crore and intended to release 590 cusecs
water from Yamuna by taking off a channel from Dadupur.The
consequent shortfall in Yamuna waters was to be supplemented at Munak
from surplus Ravi Beas waters after it would be available. The proposal was to
construct Shahbad Feeder, Shahbad Distributary, Nalvi Distributary and 22 other
offtaking channels. All channels were to be lined and the project was to be
completed in three years.Acquisition of this land costed Rs
75.98 crore as per the original award. Additionally Rs. 116.35
crore were paid as enhancement, as per the court orders. Thus,
till date a total of Rs 192.33 crore has been paid to land
owners for 1019.30 acres land. Apart from this, the department has also
incurred an expenditure of Rs 111.167 crore on construction of these three
channels. Thus, a total expenditure of Rs 303.497 crore has been incurred on
the scheme till date .
Replying to the Adjournment Motion in
Vidhan Sabha session ,the Chief Minister of the state ,Manohar Lal Khattar said land owners whose land had been
acquired from 2005 onwards were not satisfied with the award of lower courts
and had filed RFAs in the Punjab and Haryana High Court, Chandigarh. The court
pronounced judgment on May 5, 2016 awarding compensation at the rate
of Rs 2,887 per square metre, which works out to Rs 116.83 lakh per
acre plus incidental charges. After taking interest and other charges into
account, an amount of Rs 566.49 crore has now become payable in respect of
167.27 acres of land only, which roughly comes out to Rs 3.39 crore per acre.
Chief Minister said the state had already spent more
than Rs 303 crore over the past 30 years on the scheme, which had been declared
"unfruitful" by the Comptroller and Auditor General (CAG). On the
other hand, the farmers have lost more than 1,019 acres of fertile land which
would have given them an additional income of about Rs 6 to 7 crore per annum,
calculating the annual savings at a nominal rate of Rs 60,000-70,000 per acre.
Hailing cabinet’s decision to de-notify the
project, CM told it as a pro-farmer and progressive decision.
The Chief Minister said it paved the way for meeting the demand of such farmers
as wished to take back their lands out of the 1,019 acres acquired for an
irrigation project that was never able to irrigate even 400 acres of land. The
‘impression' of giving up on the Sutlej Yamuna Link (SYL) Canal, is a figment
of imagination. The Chief Minister said that since no farmer would be
forced to do so, opposition to the decision is opportunistic and limited to
those who have vested interests.
But on the other hand the farmers and the
opposition parties are describing the De-notification decision of the BJP government
as anti-farmer . The former Chief Minister
of the state , Bhupinder Singh Hooda , states that Dadupur –Nalvi canal project had been a
dream project of congress and the party
would ensure the completion and
revival of the canal on coming to power . The congress party media incharge Randeep Singh Surjewala says that Dadupur
–Nalvi project is the life line of northern Haryana and declares the
de-notification process as unconstitutional .He said that the party would even
go to the President of India to plead the farmers case . Surjewala said that
the Shahbad area has already become the dark zone and if this canal is closed
the other areas of north Haryana would also go to the dark zone category soon .
He said that water table had lowered down upto a
serious level and the closure of the canal would further deteriorate the
situation . The main opposition party Indian National Lokdal’s leader in Vidhan
Sabha , Abhay Chautala also supports the dark zone point of Surjewala and says that 60 % of state’s area
is already under dark zone . He adds that on today 36 million acre feet water
is required for the state ,where as only 14 million acre feet is available . He
alleges that the decision of de-notification is totally anti-farmer and the
government should withdraw it immediately in the public interest.
Former
Chief Minister Late Chaudhary Bansi Lal’s daughter-in-law and CLP leader Smt.
Kiran Chaudhary alleged that Bansi Lal government had initiated the scheme to
meet the long pending demand of the farmers , but the present BJP government
has dashed the hope of farmers .
The aggrieved farmers of the area are
sitting on Dharna to oppose the de-notification . They are demanding that
enhanced compensation be given to the farmers in accordance with the High Court
decision and ensure completion of
Dadupur –Nalvi project as planned by the earlier governments and regular supply
of water in the canal be made for
irrigation so that water level doesn’t fall further .
All India Kisan Sabha’s state President
Master Sher Singh says “ The Prime Minister, Narender Modi ,claims to double
the income of farmers by 2022 ,whereas his own party’s Haryana Government is
closing down the irrigation projects. Is Haryana government not following the
directions of his own supremo ?”
Kisan leader demands that as the Chief
Minister himself admits an average loss of Rs.60000 to 70000 per acre annually
to the farmers due acquisition of this land for the canal .He calculates that
in the last thirty years a loss of approximately 20 lacs per acre has been
incurred to the farmers . He demands the government should pay Rs. 12 lacs per
acre out of this 20 lacs loss after adjusting the compensation amount of Rs. 8
lacs before surrendering the land to the farmers alongwith the expenditure
amount to be incurred on leveling the canal ditch by
the farmers.
The questions raised by the CLP leader Smt.
Kiran Chaudhary still require answers .
She asks , “ How the government will compensate the state exchequer having
incurred an unrecoverable loss of Rs. 304 crore on the project de-notified now
and how it will ensure to increase the crucially down falling water table of
the area after closure of the canal ?”
Can the government recover the already
paid compensation amount of Rs .192.33
crore from the debt ridden farmers of the state demanding and expecting a loan waiver
scheme ?
And how and from which source it
will compensate the huge amount of Rs.111.63 crore spent on digging and
construction of Dadupur-Nalvi canal ? The answer to both the questions is a ‘Stark No’ in the present scenario . The
only and only result is that the hard earned public revenue has been swept away
in the canal with no water . The government should rethink over the
de-notification decision and try to find an amicable solution .

क्या हरियाणा में मनोहर लाल खट्टर के नेतृत्व में संचालित वर्तमान भाजपा सरकार केवल पेपर लीक सरकार बन कर रह गयी है ? भले ही हरियाणा की भाजपा सरकार ईमानदारी , कुशल प्रशासन तथा भ्रष्टाचार मुक्त हरियाणा के कितने ही दावे करती रहे ,परन्तु आज सरकार द्वारा की जा रही कंडक्टर से लेकर जज तक की भर्ती परीक्षाओं के पेपरों की सरे आम “लीकेज” व बिक्री के मामले सरकार की विफलता के प्रतीक बन कर उसके माथे पर कलंक दाग के रूप में उभरते स्पष्ट नजर आ रहे हैं . और सरकार ना जाने अपनी किस विवशता की खीज में कोई ठोस कदम नहीं उठा पा रही है . अगर यों ही भर्ती परीक्षाओं के पेपर बिकते रहे तो कैसे आम बेरोजगार एवं गरीब परिवार का अभ्यर्थी इन परीक्षाओं में कम्पीट कर पायेगा ? उसके नौकरी पाने के दरवाजे तो हमेशा के लिए अवरुद्ध हो जांयेंगे और केवल और केवल पैसे के बलबूते पर ही नौकरी पाने वाले व्यक्ति ही सफल हो पायेंगे . क्या पैसे के दम पर नौकरी पाने वाले जजों से आम आदमी न्याय की आस कर पायेगा ? फिर तो राम रहीम गुरमीत जैसे लोग कभी भी सजा नहीं पाएंगे . कैसे आगे आयेंगे ईमानदारी , निष्पक्षता एवं दबंगता के प्रतीक न्यायमूर्ति जग दीप सिंह जैसे लोग ? आखिर क्यों नहीं रुक पा रहे विभिन्न भर्ती परीक्षाओं के पेपर लीक घोटाले ? क्या पेपर लीक करने वाले गैंग सरकार के विजिलेंस तंत्र से ज्यादा तीव्र व प्रभावशाली हैं या सरकारी तंत्र की मिलीभगत चौकड़ी सरकार की तथा कानून की कोई परवाह नहीं करती ? क्या उन्हें किसी का कोई भय नहीं है ?
हाल की जज भर्ती परीक्षा (१६ जुलाई ,२०१७ ) के पेपर लीक घोटाले में हाई कोर्ट के ही रिक्रूटमेंट रजिस्ट्रार डॉ बलविंदर शर्मा की संदिग्ध भूमिका ने पंजाब एंड हरियाणा हाई कोर्ट को भी सोचने को मजबूर कर दिया . हरियाणा सिविल जज भर्ती परीक्षा के पेपर सेट कराने से रिजल्ट निकालने तक का सारा जिम्मा डॉ शर्मा का था तथा २०१५ में पंजाब में जजों की भर्ती भी इन्होने ही करवाई थी . पंजाब एंड हरियाणा हाई कोर्ट की रिक्रूटमेंट कोर्ट क्रिएशन कमेटी ने हरियाणा जज भर्ती परीक्षा को स्क्रैप करने की सिफारिश की थी . कमेटी ने जाँच में पाया कि कुछ परीक्षार्थियों को पेपर से पहले ही प्रश्न पत्र का पता चल गया था . कमेटी ने अपनी रिपोर्ट में खुलासा किया कि रजिस्ट्रार डॉ बलविंदर कुमार शर्मा ने परीक्षा में एक उम्मीदवार सुनीता के साथ एक साल में ७६० कॉल या मेसेज एक्सचेंज किये . उल्लेखनीय है कि पिंजौर निवासी एक वकील तथा इसी जज परीक्षा में एक उम्मीदवार रही सुमन ने पंजाब एंड हरियाणा हाई कोर्ट में एक याचिका दायर कर कोर्ट को बताया था कि हरियाणा जज भर्ती परीक्षा का पेपर डेढ़ करोड़ रुपये में बिक रहा था और इसकी उसे भी सुशीला नाम की एक लड़की के माध्यम से पेशकश की गयी थी , जो उसके साथ एक कोचिंग संस्थान में कोचिंग ले रही थी . सारी डील सुनीता नाम की एक लड़की, जो हाई कोर्ट के ही रिक्रूटमेंट रजिस्ट्रार डॉ बलविंदर कुमार शर्मा के संपर्क में थी , द्वारा की जा रही थी जो खुद भी जज परीक्षा की एक उम्मीदवार थी और बाद में वही जनरल केटेगरी की टोपर भी रही .
हाई कोर्ट ने मामले की गम्भीरता को देखते हुए शुक्रवार , १५ सितम्बर ,२०१७ को चंडीगढ़ पुलिस को आदेश दिया है कि एस आई टी बनाकर केस की जांच करवाई जाये .
हरियाणा में नौकरियों की भर्ती परीक्षाओं में गड़बड़ी का यह कोई पहला मामला नहीं हैं . हरियाणा के ही एक पूर्व मुख्यमंत्री अपने पुत्र के साथ जे बी टी अध्यापक भर्ती मामले में पहले ही जेल में सजा काट रहे हैं .अगर गत दो वर्षों पर दृष्टिपात करें तो पता चलता है कि वर्ष २०१५ में एसआईपीएमटी का पेपर रोहतक से लीक हुआ था . इस पेपर को लगभग २५० लोगों को लीक करवाने की खबरें आई थी और इसमें औसतन २५ लाख रुपये प्रति व्यक्ति की डीलिंग बताई जा रही है . हरियाणा कर्मचारी चयन आयोग द्वारा रविवार , १० सितम्बर ,२०१७ को हुई कंडक्टर भर्ती परीक्षा में पेपर लीक मामले में हरियाणा पुलिस ने रोहतक जिले के महम निवासी कपिल तथा सुनारियां खुर्द निवासी धरमेंदर को गिरफ्तार किया है , इनके पास से ७५ परीक्षार्थियों के एडमिट कार्ड मिले बताये जा रहे हैं और पूछताछ में प्रत्येक से पेपर लीक कराने के लिए ६ लाख रुपये में की गयी सौदेबाजी भी सामने आई बताई जा रही है . हरियाणा आबकारी एवं कराधान विभाग में आबकारी निरीक्षक परीक्षा में भी पेपर लीक कराने का मामला सामने आ रहा है . यानी मामला अंतहीन है .
वर्तमान मीडिया खबरों तथा अखिल भारतीय कांग्रेस कमेटी के मीडिया प्रभारी एवं हरियाणा से विधायक रणदीप सिंह सुरजेवाला के आरोपों को अगर सही माना जाए तो खट्टर सरकार की छवि पेपर लीक सरकार की ही बनती जा रही है .१८ सितम्बर , २०१७ को जारी एक बयान में सुरजेवाला ने आरोप लगाया कि तीन वर्ष बीतने के बाद भी हरियाणा के नौजवान के पास ना रोटी है ना रोजगार . नौकरियों में घालमेल और गोलमाल चरम सीमा पर है व भ्रष्टाचार का बोलबाला है . सुरजेवाला ने कहा कि खट्टर सरकार के तीन वर्ष के कार्यकाल में तेरह पेपर लीक घोटाले हो चुके हैं .
दूसरी तरफ भाजपा के हरियाणा में मीडिया प्रभारी राजीव जैन इन आरोपों को सिरे से नकारते हुए उलटे आरोप लगाते हैं - “भाजपा सरकार ने चौटाला के इनेलो तथा पूर्ववर्ती कांग्रेस की सरकारों द्वारा नौकरी , परीक्षा व साक्षात्कार की प्रक्रिया में लगे माफिया तंत्र को तोड़ने का काम किया है .आज कांग्रेस माफिया तंत्र टूटने से तकलीफ में है . हर भर्ती प्रक्रिया में गड़बड़ी करने के तार रोहतक से जुड़े हैं” . उल्लेखनीय है कि रोहतक पूर्व कांग्रेसी मुख्यमंत्री भूपेंदर सिंह हुड्डा का गृह क्षेत्र है .
वर्तमान कंडक्टर भर्ती घोटाले पर जैन कहते हैं - “कंडक्टर परीक्षा का मामला पेपर लीक का नहीं है अपितु फर्जी पेपर बेचने तथा एक सेंटर पर नक़ल कराने से जुड़ा है” .
क्या भाजपा के मीडिया प्रभारी जैन का यह स्वीकरना कि मामला फर्जी पेपर बेचने तथा एक सेंटर पर नक़ल कराने का है ,वास्तव में यह नहीं बतला रहा कि भर्ती परीक्षाओं में घाल मेल व घोटाले हो रहे हैं .फर्जी पेपरों का बेचना तो और भी गंभीर मामला है . आज पेपर फर्जी बिके हैं कल फर्जी नियुक्ति पेपर बिकेंगें , परसों फर्जी अधिकारी बनकर लोग सड़कों पर आ जायेंगे . कौन रोकेगा इन्हें ? क्या यह सरकार की नाकामी नहीं दर्शा रही है . क्या यह सरकार की ड्यूटी नहीं है कि प्रान्त में निष्पक्ष व सुचारू ढंग से जन सामान्य की विश्वसनीयता के साथ कर्मचारियों तथा अधिकारियों की भर्ती हों ? किसी भी प्रान्त तथा देश के नागरिक तभी गलत काम करते हैं जब तक उन्हें किसी कड़ी सजा का भय ना हो या सरकार जानबूझकर या अपनी अक्षमता के कारण ऐसे कृत्यों को रोक पाने में नाकामयाब हो .
हालांकि भाजपा सरकार की ही पुलिस हाल की कंडक्टर भर्ती में इसे पेपर लीक का मामला मानती है . पुलिस के अनुसार कंडक्टर भर्ती परीक्षा का प्रश्न पत्र धरमेंदर नामक युवक ने परीक्षा दे रहे एक अन्य युवक जींद के कर्मजीत के साथ मिलकर लीक किया था .पुलिस ने धरमेंदर को मौके पर ही दबोचा था और पाया था कि उसके मोबाइल फ़ोन से प्रश्न पत्र व्हाट्स एप द्वारा रोहतक के एक मोबाइल नंबर पर भेजा गया था और रोहतक से धरमेंदर के मोबाइल नंबर पर प्रश्न पत्र के उत्तर भी आने शुरू हो गए थे .
पर क्या हरियाणा की भाजपा सरकार इन पेपर लीक घोटालों को रोक पायेगी ? या पैसे व सत्ता में पहुँच के बल पर गड़बड़ी करने में माहिर लोग सरकारी पदों पर आसीन होते रहेंगे और प्रान्त की प्रतिभाएं हताशा व निराशा के माहौल में दम तोड़ती रहेंगीं ?

मोदी के बयान से भड़की गाय –दूध देना बंद
श्रीमति जी ने जैसे ही दूध दूहने के लिए बछड़े को खूंटे से खोलकर गाय के समीप छोड़ा , गाय ने दुल्लती मार बछड़े को निकट भी नहीं फटकने दिया . जो गाय दूध का समय होते ही बार बार रंभाने लग जाती थी , आज इतनी बेरुखी कैसे हो गयी ? जिस बछड़े को वह चाट चाट कर निहाल हो जाती थी और आँख बंद कर उस पर पूरा ममत्व लुटा देती थी , वो आज अपने ही जाये को लात और सींग मारकर दूर भगा रही है . श्रीमती जी बछड़े को बार बार गाय के नजदीक ले जाने का असफल प्रयास कर रही थी और बछड़ा माँ की नज़र से ही समझ गया था कि आज कोई विशेष गड़बड़ है . वह गाय की तरफ मूंह भी नहीं कर रहा था . हम समझ गए थे कि आज गाय दूध देने के मूड में नहीं है . जरूर कोई खान पान में कमी रही है . परन्तु श्रीमती जी कहती हैं कि नहीं चारा चाट तो बराबर वही दिया है . हमें भी गाय रखते हजारों वर्ष हो गए हैं . सदा से ही हमारे पूर्वज गाय ही रखते आये हैं , इसलिए इतना तो समझ ही गए कि आज गाय माता जरूर किसी बात को लेकर नाराज़ हैं . अब तो गाय में हम इतना रम गए हैं कि उसकी भाषा को भी कुछ कुछ समझने लगे हैं .खैर हम ठहरे पत्रकार बिरादरी से , किस से कब क्या उगलवाना है इतना तो हम सीख ही गए हैं . अलग अलग भाषाओँ के अखबारों और चैनलों के लिए इंटरव्यू कर करके भिन्न भिन्न भाषाओँ के ज्ञाता हो गए हैं . पर पशुत्व की भाषा अभी भी नहीं सीख पाए हैं .
क्या सोच रहे हो?
गाय की धीमी रम्भाहट हमें सुनाई पड़ी . अरे गौ माता तुम हमारे “मन की बात” समझती हो ?
अरे मुझे गौ माता कह कर अपमानित मत करो . हम बेजुबान हैं , तुम्हारी तरह बदजुबान नहीं . क्या कहते हो पशु केवल दूध देते हैं ,वोट नहीं . पी लो दूध ? अच्छा ! तो अब तुम्हें भी लगने लगा है कि पशुओं के पास वोट नहीं हैं . चालीस साल पहले तक गाय बछड़े को आगे करके सदा जीत पाने वाले माँ बेटे ने हमें छोड़ा तो हमने भी उन्हें छोड़ दिया . आज माँ बेटे की दूसरी पीढ़ी आ गयी पर हमें भूलने का खामियाजा अभी भी भुगत रहे हैं . तुमने बड़ी चतुराई से हमें माता का दर्जा देकर विजय श्री पा ली . हम गौवर्गीय पशु अभी भी इतने भोले ही रह गए हैं कि थोड़ा सा प्यार से पुचकारो तुरंत पावस कर दूध देने लगते हैं .हम तुम्हारी “मन की बात” की असली मंशा नहीं समझ पाए . तुम कहते हो पशु वोट नहीं देते ? फिर क्यों पहलु खान मारे जाते हैं हमारे नाम पर ? लगता है हम तुम्हें अब निरे पशु दिखने लगे हैं ,जिनके वोट नहीं होते . पर ध्यान से सुन लो हमारे वोट नहीं हैं ,पर वोट बैंक हैं जो किसी को भी ऊपर से नीचे और नीचे से ऊपर करने का सामर्थ्य रखते हैं . अभी भी सोच लो समय है . हम तो पशु होकर भी दया भाव रखते हैं . छोडो बछड़ा और निकाल लो दूध . हम नहीं देख सकते तुम्हारे बच्चों को बिना दूध के बिलखते हुए .

GUEST TEACHERS : A FOOTBALL OF POLITICS ?
Guest Teachers: A foot-ball of politics?

In India, 4.70 Crore students abort schools mid-way,
at higher secondary level, annually. The country adds-up a big platoon of
qualified- but- unemployed teachers, every year. Yet, the Government schools
are being run by the Guest teachers along with only a few permanent ones. Why?
The seven decades after independence, and we lack a
proper Education-Policy!
What a sorry state of affairs!
Although, the Right to Education has been enacted
way back, the Government schools have not been properly provided with permanent
qualified teachers.
Just to adjust their own supporters, and sometimes
in the name of curtailing the budgetary expenditures, shortcuts have been
devised in the appointment of teachers, by the state-governments.
Nearly fifteen thousand guest teachers- appointed
during 2005- 2007 congress led government in Haryana, for a temporary
arrangement, are still waiting to be regularized. Whenever the transfers of
permanent teachers are executed, always the guest teachers become scapegoats
.When a regular teacher joins against a guest teacher, he is relieved of his duties
for an uncertain period and nothing is paid to him for the time being.
Ashok Kumar , a guest teacher , who is now ‘on-
road’ for a fortnight due to transfer of a regular teacher against him, says- “How
hardly such a low paid guest teacher, always having a sword of removal hanging on his head,
manages his family affairs , only he knows.”
When the mentors themselves are
uncertain of their daily bread and butter, how the students can be assure of
their future?
A ‘Retired Teachers’ Union’ leader , Master Chhotu Ram Arya says , “ This
is a crime to humanity as it kills the aspirations of the students as well as
the guest teachers ,who have been
imparted the duty of grooming the future of these toddlers .”
Agitations and protests are held time and again by
the guest teachers in various states to voice their concerns. Recently too, a
state level rally has been convened on October, 29 at Karnal in union meeting
of guest teachers of Haryana held in Kurukshetra on October, 1 , to warm up
their agitation for the regularization.
Usually, governments don’t pay heed to such
demonstrations, but the latest decision of Delhi’s AAP government to regularize
the services of 15000 guest teachers has heated up the political environment of
the ‘state- without powers’ to its elected government. Whether it gets
implemented or not, the sudden decision has certainly questioned the intent of
the two largest national parties -BJP and Congress. BJP is in a fix, whether to
support the decision or to oppose it. In both ways the BJP finds itself in deep
water. If it concurs with AAP, it gets no credit, if it doesn’t- it loses the
support, sympathy and vote bank of these guest teachers. So the dilemma is-
whether to play a ‘villain’ or an ‘assistant- hero’.
While, the BJP’s State -President, Manoj Tiwari, claims
that the decision has been taken by the AAP government under the pressure of
BJP, as they are pressing the Delhi government since 2013 for regularization of
these teachers, on the other hand President of Delhi state congress , Ajay
Makan , asks- Why the AAP party government has delayed the process for more
than three years ? Who barricaded them? He alleges that the AAP party is befooling
the guest teachers and making the issue a tool for escalating its political propaganda.
The critics smell a political stink in the
statements of both the leading national parties, on the issue.
Here the political critics raise the question- if
the BJP is such a patron of guest teachers, why its own government in Haryana
since 2014, is lingering on the regularization of guest teachers in the state-
agitating since last 12 years? The earlier congress regime too, in Haryana is
being chided for creating the problem of guest teachers during its tenure from
2004 to 2014. Why had they not made the regular appointments?
Amidst all these never-ending political blame-games,
a few questions seem to be unanswered, as always.
If the government considers these guest teachers as
qualified enough for imparting education to the students, why it is not
regularizing their services in Haryana? Or, if these teachers are unfit for the
Education- Department, why the future of the children of the state is left to
rot, in the unqualified hands of these guest teachers? Can the prime- time of
their life, spoilt by these incapable, incompetent and unqualified guest
teachers be ever restored to these innocent children?
What a cruel fun the government is making of these
children and their parents, who could not afford costly private schools! Why
the government should not think over the issue seriously and without no loss of
time ascertain the fate of these unlucky students and guest teachers ?

अतिथि अध्यापक राजनीति के शिकार क्यों ?
हाल ही में दिल्ली
सरकार द्वारा पन्द्रह हज़ार अतिथि अध्यापकों को नियमित करने के फैसले ने राजनैतिक
गलियारों में गर्माहट पैदा कर दी है और
भाजपा तथा कांग्रेस दोनों पार्टियों को
कटघरे में खड़ा कर दिया है। दिल्ली सरकार के
इस फैसले को ना तो कांग्रेस और ना ही
भाजपा पचा पा रही है । परन्तु भाजपा अब
अजीब स्थिति में फंस गयी है , वह अगर अध्यापकों को नियमित करने के फैसले में टांग
अड़ाती है तो अतिथि अध्यापकों में उसकी छवि खलनायक की बन जाती है और अध्यापकों के
एक तबके में उसका वोट बैंक शुन्य हो जाता है . और अगर आप सरकार के फैसले को
निर्विघ्न लागू होने देती है तो भी अतिथि अध्यापक तो एहसान तो केवल आम आदमी पार्टी
का ही मानेंगें तथा भाजपा को इसका कोई लाभ भी नहीं मिलेगा .देखना यह है कि क्या
भाजपा कोई ऐसा रास्ता निकाल पाती है जिससे सांप भी मर जाए और लाठी भी ना टूटे .
राजनीति के
विश्लेषकों को फैसले पर कांग्रेस तथा
भाजपा की प्रतिक्रिया स्पष्ट रूप से नकारात्मक व राजनीति से संचालित नज़र आ रही हैं।दिल्ली
प्रदेश कांग्रेस के प्रधान अजय माकन कहते हैं कि सत्ता में आने के काफी पहले से ही
आप पार्टी लगातार कहती रही है कि वह इन शिक्षकों को नियमित करेगी ।वे सवाल उठाते हैं कि आखिर इतने दिनों से उसे ऐसा करने से किसने
रोका था ? माकन आरोप लगाते हैं कि असल में यह आप पार्टी की सरकार अतिथि अध्यापकों
की आँखों में धूल झोंकना चाहती है ।
दिल्ली भाजपा के अध्यक्ष मनोज तिवारी भी आप सरकार के
इस फैसले से आहत नज़र आते हैं । वे कहते
हैं कि दिल्ली की केजरीवाल सरकार का अतिथि अध्यापक नियमितीकरण का फैसला पन्द्रह
हज़ार अतिथि अध्यापकों द्वारा किये गए लम्बे संघर्ष और इसके लिए भाजपा के समर्थन व
दवाब का परिणाम है । तिवारी का कहना है कि दिल्ली भाजपा साल २०१३ से ही लगातार
केजरीवाल सरकार से आग्रह करती रही है कि वह अतिथि शिक्षकों को नियमित करे ।
परन्तु यहाँ प्रश्न उठता है कि अगर भाजपा इतनी ही शिक्षक
हितेषी है तो हरियाणा की भाजपा सरकार, जो वर्ष २०१४ से सत्तासीन है , क्यों नहीं
हरियाणा में बारह वर्ष से मेहमान बने बैठे अतिथि अध्यापकों को नियमित कर रही है ?
दिल्ली की आप पार्टी की सरकार के फैसले पर शंका जाहिर करने वाली कांग्रेस पार्टी
ने अपने दस वर्ष के सत्ता कार्यकाल (२००४-२०१४ ) में क्यों हरियाणा में इन
अध्यापकों को अतिथि बनाया ? क्यों नहीं अध्यापकों की स्थाई भर्ती की गयी ? और यदि
किसी मजबूरी वश इन्हें अतिथि अध्यापक के रूप में लगाना ही पड़ा तो क्यों नहीं अपने
दस वर्ष के लम्बे कार्यकाल में स्थाई किया गया ?
अब हरियाणा में भी अतिथि अध्यापक पुनः
आंदोलन का रास्ता अख्तियार करने की धमकी
दे रहे हैं । उनका कहना है कि जब तक सरकार उनकी नौकरी को स्थार्इ करने की गारंटी
नहीं देगी , वे आंदोलन जारी रखेंगें . अभी प्रथम अक्टूबर
,२०१७ को कुरुक्षेत्र में हरियाणा के गेस्ट टीचर्स की यूनियन की एक मीटिंग
हुई जिसमे एकजुट होकर नियमित करने की मांग
को लेकर आर पार की लड़ाई लड़ने का एलान किया गया है । प्रदेश स्तरीय इस बैठक में
हरियाणा सरकार पर अतिथि अध्यापकों की मांग को अनदेखा करने पर आन्दोलन करने का
फैसला लिया गया है । प्रदेश अध्यक्ष राजेंदर शास्त्री ने कहा कि २९ अक्टूबर को
करनाल में एक प्रदेश स्तरीय रैली का आयोजन किया जायेगा , जिसमे आगामी कदम का फैसला
भी लिया जायेगा । इसी कड़ी में गेस्ट अध्यापकों द्वारा जिला स्तर पर मुख्यमंत्री के
नाम ज्ञापन भी भेजा जायेगा तथा अतिथि अध्यापक घर घर जाकर भाजपा द्वारा वादा खिलाफी
का प्रचार भी करेंगें ।
आज स्थिति यह है कि हरियाणा में लगभग पन्द्रह हज़ार अतिथि अध्यापक पिछले बारह
वर्ष से अभी भी मेहमान ही बने हुए हैं । अतिथि देवो भव: के लिए प्रसिद्ध हरियाणा प्रदेश का शिक्षा
विभाग जहां एक तरफ अतिथि अध्यापकों से छुटकारा पाने का रास्ता तलाश रहा
है , वहीं प्रदेश के शिक्षा विभाग में कार्यरत लगभग
पन्द्रह हजार अतिथि अध्यापक मान न मान मै तेरा मेहमान की शैली में
आंदोलन का रुख अपनाये हुए हैं । दोंनो की इस रस्साकसी में पिस रहा है बेचारा छात्र
।
2005 से 2007 के मध्य हरियाणा
के शिक्षा विभाग ने स्थायी अध्यापकों की नियुक्ति होने तक लगभग पन्द्रह हजार अतिथि
अध्यापक नियुक्त किये थे । परन्तु आज तक बारह वर्ष बीत जाने के बावजूद सरकार अध्यापकों की
नियमित भर्ती के माध्यम से स्कूलों में सभी खाली पदों को भरने में असफल रही है या
यों कहें कि जरुरत के मुताबिक़ स्थायी भर्ती से कन्नी काटने में सफल रही है ।
समय समय पर इन पन्द्रह हजार अध्यापकों को विभिन्न संवर्गों
में अनुबंध के आधार पर नियुक्त किया गया था । इनको जेबीटी , बीएड तथा पीजीटी
अध्यापक के पदों पर नियमित अध्यापकों के समान वेतन देने की बजाए आधे से भी कम वेतन
पर कार्य करवाया जा रहा है । अतिथि अध्यापकों का कहना है कि उनसे नियमित अध्यापकों
के बराबर कार्य लिया जा रहा है , परन्तु वेतन आधा ही दिया जा रहा है ,जबकि माननीय कोर्ट
द्वारा कर्इ बार समान कार्य समान वेतन के सिद्धांत
को मान्यता दी जा चुकी है । हालांकि अतिथि अध्यापकों का मानना है कि वे कम वेतन
में भी नियमित अध्यापकों से बेहतर परीक्षा परिणाम दे रहे हैं ,परन्तु उन पर किसी
भी समय नौकरी से हटाये जाने की लटकती तलवार के कारण उनका व्यक्तिगत एवं पारिवारिक
जीवन संकट में पड़ गया है । उनकी सांप
छछुंदर की गति हो गर्इ है । वे अब ओवर ऐज हो गए हैं , न नौकरी छोड़ते बनता है और न
नौकरी का एक पल का भरोसा है ।
इतने सालों तक अध्यापकों को गेस्ट टीचर्स रखने पर तंज कसते
हुए पूर्व अध्यापक नेता मास्टर छोटू राम आर्य कहते हैं कि बारह वर्ष के बाद
भी अध्यापक मेहमान ही बने हुए हैं ,
मेहमान तो एक दो दिन के लिए होता है । बारह वर्ष में तो कुरड़ी के भी दिन फिर जाते
हैं । यह इन अध्यापकों के साथ अमानवीय अत्याचार है । जब किसी अध्यापक को अपनी ही
नौकरी का ही भरोसा नहीं कि अगले दिन वह अध्यापक रह भी पायेगा या नहीं , कैसे उससे
बच्चों का भविष्य संवारने की अपेक्षा की जा सकती है ?
अतिथि अध्यापक अशोक कुमार, जो अपनी जगह स्थाई अध्यापक आ जाने
से रिलीव किये जा चुके हैं , कहते हैं कि जब भी सरकार नियमित अध्यापकों की
ट्रान्सफर करती है हर बार खामियाजा अतिथि अध्यापकों को ही भुगतना पड़ता है , उन्हें
ओन रोड कर दिया जाता है । और उन्हें अगला स्टेशन मिलने तक बिना वेतन घर बैठना पड़ता
है । अगला स्टेशन कब मिलेगा , कहाँ मिलेगा , कोई निश्चितता नहीं है । हाल के
तबादलों के कारण सैंकड़ों अतिथि अध्यापक घर बैठे हैं और बच्चे अध्यापक न होने का
खामियाजा भुगत रहे हैं ।

विवाद पर सरकार तथा अध्यापक यूनियनों के पास अपने अपने पक्ष में चाहे कितने ही
तर्क क्यो न हों , पर इतना तो सुनिश्चित है कि सरकार की इस ढुलमुल
नीति के कारण सरकारी स्कूलों में शिक्षा का स्तर गिरावट की दिशा में अग्रसर है
।यदि सरकार अतिथि अध्यापकों को नियमित करने के योग्य नहीं मानती है और सरकार का
आंकलन यह है कि अतिथि अध्यापक स्थायी श्रेणी की कसौटी पर
खरे नहीं उतरते हैं तो क्यों इतने वर्षों से ऐसे अध्यापकों के
माध्यम से नौनिहालों का भविष्य दांव पर लगाया जाता रहा है ? क्या उन छात्रों
का वह काल दोबारा लौटाया जा सकेगा ? यदि सरकार इन
अतिथि अध्यापको को नीम हकीम मानकर कम वेतन देकर शिक्षा जैसे क्षेत्र में
खानापूर्ति कर रही है तो क्या यह सरकार का छात्रों के साथ विश्वासघात नहीं है ? और यदि सरकार इन
अतिथि अध्यापकों को योग्य मानती है तो क्यो नहीं सरकार इनको नियमित कर शिक्षा
क्षेत्र में रिक्त पड़े स्थानों पर इनको सेवा करने का मौका देना चाहती ? कारण जो भी हो
सरकार को हठधर्मिता छोड़कर अपने द्वारा नियुक्त अतिथि अध्यापकों से अतिथि तुल्य
सम्मान नहीं तो कम से कम अपने मातहत कर्मचारियों के समान व्यवहार तो करना ही चाहिए
। सरकार , अध्यापकों एवं विधार्थियों के हित में यही उचित है कि शीघ्रतम समस्या का सम्मानजनक हल निकाला
जाये ताकि कोई अध्यापक अपने माथे पर कच्चे अध्यापक का कलंक ना महसूस करे । समय राजनीति करने का नहीं , ठोस
निर्णय लेने का है । सभी राजनैतिक पार्टियों को कम से कम शिक्षा क्षेत्र को तो
अपनी दुर्गन्ध युक्त राजनीति से दूर ही रहने देना चाहिए ।
